First, market entity access
(1) Further standardize the access conditions for power users
In accordance with the power generation side plan of the National Development and Reform Commission, the principle of "to develop and use" will be released, and the market access conditions for power users in our province will remain unchanged in 2020. During the year, depending on the release of cross-provincial priority plans, the power consumption plan for commercial users will be released in a timely manner on the premise of ensuring the balance of electricity generation and consumption in the market. In accordance with the relevant requirements of the State on strengthening and standardizing self-owned power plants, enterprises with self-owned power plants can participate in market transactions (including intra-provincial and cross-provincial transactions) only after they bear the policy funds established by the state in accordance with law and compliance and the policy cross-subsidies consistent with industrial policies. Power users who do not meet the national industrial policy do not participate in market-oriented transactions temporarily, and power users whose products and processes belong to the eliminated and restricted categories in the "Industrial Structure Adjustment Guidance Catalogue" strictly implement the existing differential electricity price policy. In 2021, the power consumption of market-oriented users in the province is about 190 billion KWH.
(2) Actively promote local public coal-fired thermoelectric units to enter the market
In 2021, local public coal-fired thermoelectric units only arrange the heating season "to heat fixed electricity" priority power generation plan, encourage local public thermoelectric units with conditions to independently register as market players, "to heat fixed electricity" priority power generation plan of off-line electricity directly participate in the market trading, in accordance with the relevant provisions of the Shandong power market. Before the unit does not participate in the power market, its on-grid electricity outside the "thermal fixed electricity" priority power generation plan is still a government authorized contract, in principle, its government-authorized contract settlement electricity is not higher than its actual on-grid electricity in the 2020 non-heating season. From 2021, we will encourage qualified centralized new energy power generation enterprises to enter the power market to participate in trading, and new new energy enterprises that have signed market trading contracts will be given priority to consume during difficult periods of power grid peak regulation. The price subsidy policy of centralized new energy power generation enterprises participating in market transactions shall be implemented in accordance with the Notice on Matters Related to Several Opinions on Promoting the Healthy Development of Non-Water Renewable Energy Power Generation (Caijian (2020) No. 426). During the continuous settlement trial operation of the power spot market, the new power generation enterprises participate in the power spot market trading in accordance with the provincial power spot market trading rules.
2. Medium - and long-term trading arrangements
In order to link up and do a good job in the pilot construction of the spot market, the medium and long-term trading of electricity in the 2021 provincial cycle will be carried out quarterly (three months). According to the scale of the province's market electricity in 2020, the non-water renewable energy electricity consumed by electricity sales companies and wholesale users in 2021 is about 27 billion KWH (referred to as "consumption responsibility electricity"). Wholesale users bear the responsibility for consumption of electricity according to the proportion of actual electricity consumption in the province's market electricity in January-November 2020, and sales companies bear the responsibility for consumption of electricity according to the proportion of actual electricity consumption in the province's market electricity in January-November 2020. The user shall declare the inter-provincial transaction electricity according to the actual situation, and the user whose inter-provincial transaction electricity is higher than 40% of the total electricity consumption in 12 months in 2021 will be disqualified from the next year's Yindong DC transaction; If the agent trading users of the power selling company participate in the Yindong DC cross-provincial transaction, and the accumulated power of the cross-provincial transaction in 12 months in 2021 is higher than 40% of the actual power consumption of all the agent users, the qualification of the next annual agent users to participate in the cross-provincial transaction will be cancelled. (1) Do a good job in the organization and connection of transactions. (4) Strict management of retail markets. Users who have signed and submitted agency agreements with two or more electricity sales companies will be disqualified from trading in the market in 2021 and included in the provincial electricity market credit record.
